The Best Decks in the One Piece Card Game Right Now (October 2026)

Dracule Mihawk has been banned, and the One Piece meta will change drastically as a result.
The OP-14 Leader, which has always been generically strong, warped the OP-17 meta in unexpected ways thanks to its consistent card draw and access to the unexpected "Fish hawk" combo that could deal with basically any threat in the game once it hit 10 DON!! cards.
Now that he's gone, players will get to spend October playing OP-17 the way it was originally intended, with the much-hyped Rocks D. Xebec Leader playing a leading role and other OP-17 Leaders getting the chance to shine before the next Extra Booster set drops at the end of the month.
Here are three of the strongest decks of the post-ban meta, with a quick breakdown of what makes each one work in the new format.
Blue Rocks D. Xebec
(Example list by AbbsterTCG)
It turns out that in the absence of Mihawk, Rocks is a meta-definingly powerful deck whose generically good cards (they're almost all counterless, after all) and ability to draw two cards per turn make up one of the strongest kits in the game.
Since the Leader effect only fires if you have a Rocks Pirates card on the top of your deck, the lists haven't changed too much from their pre-ban forms. Luckily, the Rocks Pirates cards are all quite good. The 4-cost Gloriosa can bottom-deck the opponent's early drops while establishing a blocker. The 3-cost Buckingham Stussy plays like a 4-cost Galdino that can be activated every turn to freeze the opponent's Characters. The 5-cost Charlotte Linlin either draws you two or forces the opponent to bottom-deck two. The Rocks SEC puts 9 DON!! worth of Characters onto the board straight from hand.
With that much firepower and that many options, it's the new deck to prep for at the big events, so stay frosty.
Black Monkey D. Luffy
(Utrecht Regional winner list by LuckyinUnlucky)
Already a strong contender in the pre-ban meta, Black OP-17 Luffy has the potential to become a top deck in the new format thanks to its ability to generate consistent value off its giants and the infinite value-generating Elbaph package. By making its 12-cost Characters into blockers, it can stave off early aggression or protect its board in the late game from combat. In addition, since its Characters have such high costs, they're naturally resistant to board-freezing effects like Electrical Luna.
To kick things off there's Loki, a 6-cost card that, when dropped on curve, can remove an opponent's early game board while turning into a constant value generator as an 11000-power blocker. Then, once the board has been established, there's the 8-cost Luffy SR, which can gain Rush, draw a card, and play a 2-cost Character from the trash that can generate enormous value.
Without the constant threat of a 12000-power Rush Character that rests the whole board, Luffy is poised for his big comeback.
Green Shanks
(Flagship winner list by x3HaruKai)
Shanks may have seemed like a worse Mihawk on OP-17's launch, but as it turns out, a worse Mihawk actually stands to be quite good now that Mihawk has been banned. With the ability to either rest a DON!! or trash a card from hand to freeze an opponent's rested Character, Shanks has one of the strongest green tools we've seen since Jewelry Bonney, as he can essentially remove a Character from the game every turn.
Helping him achieve that task are powerful Character cards like Benn.Beckman, a 7-cost 9000-power Character with Rush:Character that can rest two of your opponent's Characters, swinging at one and freezing the other. In the endgame, there's Shanks himself, which can do the same thing as Beckman but on a larger scale, rendering blocker-heavy decks basically useless as he steamrolls directly into the opponent's Life.
While Shanks still has yet to be battle-tested on the biggest Regional stages, he's one of the ones to keep an eye on as we head into the new post-ban meta.
