On Monday March 30, 2026, two weeks after a major One Piece Card Game Banned/Restricted List update that had been scheduled months in advance, Bandai suddenly announced they would be making another change to the list in just 24 hours.

That change has just been revealed.

Bandai announced the following changes to the One Piece Banned/Restricted List on March 31, 2026 at 7am ET:

Pair Ban (Card A and Card B cannot be included in the same deck.)

Effective Date

  • April 10, 2026 (NA/EU/LATAM/OC)
  • May 1, 2026 (Other regions, including Japan)

What Does This Pair Ban Mean?

Starting on April 10, 2026 in North America, OP07-115 I Re-Quasar Helllp!! and EB04-058 Borsalino will be pair banned, meaning they cannot be played in the same deck. They can both still be played in decks that don't contain any copies of the other card.

In Japan, where these cards have been legal together for a month, players have been using the Trigger of I Re-Quasar Helllp!! to play Borsalino from the trash, healing 1 Life and putting a 6000 Blocker into play. With this interaction, a yellow player could take damage to Life and end up further from death than when they started.

This combo was easy to slot into any yellow deck, and could be made even more consistent using cards like Gloriosa and Kouzuki Hiyori to put Re-Quasar into Life. This made it incredibly difficult to land a finishing blow against any yellow deck, which resulted in more games going to time, and drove non-yellow aggressive decks almost completely out of the format.

After the March 16, 2026 Banned/Restricted List announcement failed to touch (or even mention) this interaction, North American fans expected to play with or against this combo once they got access to Borsalino in Adventure on Kami's Island on April 3. Copies of Borsalino presold on TCGplayer for as high as $79.94 as players prepared for a yellow-heavy format. Now, the Western format will unfold in ways nobody can fully predict.

The Borsalino/Re-Quasar pair ban hurts yellow decks, many of which were planning to run this combo after the release of Adventure on Kami's Island. While some decks were happy to luck into a Re-Quasar trigger on occasion, decks like Blue Yellow Boa Hancock and Blue Yellow Nami had ways to set up the combo repeatedly and extend their lives almost indefinitely. They lose the most from this announcement.

Borsalino was expected to be the star of Adventure on Kami's Island. After this announcement, that star will dim, but it won't disappear completely. Even without Re-Quasar, Borsalino offers ridiculous value for a five-cost Character with counter, and it's likely to appear as a four-of in most yellow decks.

That said, presale prices for Adventure on Kami's Island in general and Borsalino in particular over the past two weeks were based on the understanding that the Western OP-15 format would resemble the Eastern OP-15 format, where the Re-Quasar combo was legal. Bandai's decision to ban the combo two weeks after letting it slide, with only a 24 hour notice, is a major blow to anyone who preordered the set or specific cards based on Bandai's earlier announcement. The unprecedented timing of this announcement hurts them, and will damage all players' faith in Bandai's ability to balance the One Piece Card Game, particularly when a necessary change could have consequences for Bandai's bottom line.

With the threat of unlimited heals somewhat mitigated, decks like Purple Enel that struggled mightily against yellow in the Eastern OP-15 format will be better positioned in the West. The pair ban also leaves a little more room in the format for rogue strategies like Blue Jinbe that try to rush down their opponents quickly, though they'll still have a hard time fighting through Borsalino, even when it's played "fairly."
