Standard entry is composed of:

  • 4th Anniversary Tournament Pack, containing 4th anniversary stamped standard cards from OP-17.
  • P-110 Monkey.D.Luffy: Often called "Lego Luffy", this is a unique promotion card specifically for the 4th anniversary. Competitively not an incredibly viable but definitely a unique card in the world of the One Piece Card Game.
  • 4th Anniversary Luffy Leader: This is the standard Leader used for sealed release events for the One Piece Card Game, and is not legal in constructed play. It does uniquely have the 4th Anniversary stamp.
  • World United Don!! - two exclusive full-art DON!! Of Zoro and Luffy that line up next to each other. Personally, I'm a sucker for unique DON!! And it's additionally unique that the two of them line up to create a single image.

Lastly, if you're able to win your local OP17 Pre-release, there is an exclusive card as well.

  • Winner-Stamped P-110 Monkey.D.Luffy: Silver Foil with a gold stamp as well. Pre-release cards have generally been very desirable in the past, and this one will be no exception.

One Piece OP-17 Booster Box Pull Rates (Regular-Art Cards)

These are the hit rates for regular-art cards within a box of The World's Strongest Warriors (OP-17), as well as some notable cards within the rarities. These are what you would expect in your box, and can help set expectations for your six-pack pre-releases as well.

Note: All of the pull rates in this article are approximations based on personal experience and community sources. Bandai does not publish pull rates, or make guarantees about any given rarity.

Rares

You get 2 Rares minimum in a One Piece booster pack, and your 2nd Rare in a pack can be upgraded to a higher rarity. Generally, this means you will get around 40 rares per box.

These are a couple of notable Rares in OP-17: 

  • OP17-049 Charlotte Linlin: Mandatory card in the new Rocks.D.Xebec Leader, but it's a generically good blue card. Insane card advantage, and allows you to convert counter-less cards into a +1000.
  • OP17-074 Yamato: A generically good DON!! ramp card with counter and blocker. A staple for any purple ramp deck moving forward.
  • OP17-089 Jaguar.D.Saul: OP-17 brings Elbaph to the One Piece Card Game, and Saul is a mandatory searcher (and blocker in OP-17 Luffy) for the archetype. 
  • OP17-109 Charlotte Pudding: Trash 1 draw 3 on a cheap, well-stated body that is not Leader or archetype restricted. Mandatory draw card for any yellow deck moving forward.

You generally get 7 regular art Super Rares per Booster Box, meaning you will get approximately 2 SRs out of 6 packs from a Pre-Release.

Some notable Super Rares in OP-17 include: 

  • OP17-022 Shanks: This card is, in my opinion, the strongest Super Rare in the Set, and potentially the game as we know it. This card has Rush, sets 2 DON!! active, AND rests ALL of your opponent's Characters. I expect this to be a staple for green for the foreseeable future.
  • OP17-048 Shiki: One of the most powerful cards for the new Rocks Pirate deck. Being able to turn a discard 1 into a +3000 power difference on both offense and defense is pretty unheard of. With Rush:Character, this card can single-handedly change the tide of a game.
  • OP17-062 Kaido: A powerful 10-drop blocker that slots well into the new Kaido Leader, or any other purple deck that can easily return DON!! This Kaido can allow for powerful 12 DON!! turns and defense.
  • OP17-080 Usopp: Very similar to the Jaguar.D.Saul mentioned above. A great searcher that can, within its archetype, easily turn into a 5000-power body. Mandatory four-of in any Elbaph deck.

One Piece OP-17 Booster Box Pull Rates (Standard Hits)

Most One Piece 24-pack booster boxes contain 2 to 3 standard hits. There are additionally higher rarities of cards and pulls from boxes, but these do not contribute towards the 2 to 3 standard hits per box. So, it is entirely possible to get 3 hits from a box and a 4th hit from the Chase Hit category as well (see below).

There are 17 Alt Arts in OP-17. Some notable ones include:

  • OP17-037 Are You That Afraid of the New Era!??: The "Manga" Event of the set. These are not as rare as "standard" Manga cards, but stylized Event alt arts like this one have been a standard inclusion in recent sets. Shanks might not be the best deck in the format, but I'm always blown away by these Events.
  • OP17-046 Gloriosa: A mandatory four-of in any Rocks deck and a mild staple for any blue deck moving forward. Fantastic card with fantastic art.
  • OP17-063 Kaido: In case you weren't aware like I was, there are TWO different 10-cost Kaido SRs in OP-17. We mentioned the other one previously, but this one is additionally strong and has a lot going for it.
  • OP17-093 Monkey.D.Luffy: I'm biased due to liking the OP-17 Luffy Leader from this set, but I'm a huge fan of this card. Competitively, this is an incredibly viable card in the current meta. Art-wise, this has a unique stylized look that I'm a huge fan of for this game. I'm usually a minimum-rarity card game player, but I'll likely have to keep any copies of this card that I open.

Secret Rares & Secret Rare Alt Arts

There are two Secret Rares in OP-17, and they are both incredibly playable. Secret Rares and Secret Rare Alt Arts each contribute toward one hit for a box. So it is possible to get a Secret Rare AND a Secret Rare Alt Art in the same box.

  • OP17-118 Rocks.D.Xebec: The Rocks Pirates archetype is one of the hallmark archetypes in OP-17. Since the archetype is built around your Character cards not having any counter, this card essentially having +2000 counter in the archetype makes it incredibly valuable. It will likely be used as counter more often than it hits the board, but it's a mandatory four-of in any Rocks Pirates deck.
  • OP17-119 Loki: This card is insane. It is good at removing your opponent's bodies on curve, it's an 18-cost, 11000-power body on your opponent's turn. He's a monster. Four-of in any Elbaph deck, and likely a mild staple for black decks moving forward.

Pandaman is a background character that has made a lot of cameos in the manga and anime. Though this is not his first appearance in the One Piece Card Game—he's hiding in the top left corner of OP03-043 Gaimon—this is his most direct appearance in the game. 

He replaces the heads of six cards in the set, one for each color. These aren't the most powerful cards, but they're definitely unique in the history of the One Piece Card Game.

One Piece OP-17 Booster Box Pull Rates (Chase Hits)

These are the high rarity cards in the set. These rarities are not guaranteed per box and, for some of them, not guaranteed per case either. Again, these do not count towards your standard hits per box, so these are "free" hits inside your boxes.

Also note that some of the ratios for these rarities are extremely rough approximations based on early encounters with OP-17.

There are 6 Alt Art Leaders in OP-17, one for each Leader in the set. I'm personally a sucker for the hand-drawn style used for these leaders. I think the Luffy, Rocks.D.Xebec, and Kaido Leaders are the top 3 from the set.

A new rarity that debuts for this set and has been dubbed a "Manga Leader" by the community. As of writing, it looks like the card is approximately 1 in 4 cases, which is as rare as traditional Manga Rares. It is not confirmed if it shares a hit spot with traditional Manga Rares.

There are four different DON!! arts from this set. Of them, three of them of the standard Gold art foiling. The fourth art has a unique blue foiling to commemorate Rocks.D.Xebec. As of writing, it seems that the blue DON!! is just as common as its gold counterpart; though I expect the blue one to be highly coveted. You can expect to get two Gold or Blue DON!! per case.

Like previous sets, Treasure Rares are language-specific alternate arts. The English exclusive for this set is the new OP17-040 Edward.Newgate for the Rocks Pirate Archetype. This is an incredibly playable card in the new Rocks.D.Xebec deck and you are expected to get 1 Treasure Rare in every Case.

Unlike previous sets, there are two different sets of Special Rares in The World's Strongest Warriors. The first are the Haki Special Rares; you get 1 a case and there are 6 different Haki Special Rares in the set. Of the 6, I think that the top 3 are EB04-007 Roronoa Zoro, ST32-002 Kouzuki Oden, and P-107 Gol.D.Roger.

The other set of Special Rares for The World's Strongest Warriors is the New Four Emperors Special Rares which, as you may have guessed, represent the new Four Emperors of Luffy, Shanks, Buggy, and Teach. Like Haki Special Rares, you only get one of these Special Rares per case. Of the four, I'm partial to the ST31-004 Monkey.D.Luffy and OP13-028 Shanks cards.

Similar to how Gege Akutami, the author of Jujustu Kaisen, drew alternate arts for the individual Five Elders cards in the previous anniversary set, there is a new collaboration for this anniversary set. Keisuke Itagaki, the author of Baki, did an exclusive art of OP17-062 Kaido for this anniversary set. As of writing, it has been seen as one per case.

17 Sets later, Manga Rares are still the de facto best hit for any One Piece Player. However, unlike most sets, there are 4 different cards that share this rarity; only rivaled by OP-09's 4 Manga Rares and 1 Gold Manga Rare. This means that each individual art is rarer on average compared to other manga arts due to it sharing the slot. Again, it's not clear as of writing if the rarity shares its hit rate with the Super Alternate Art Luffy Leader mentioned above.

A new rarity for the 4th Anniversary, each shows a captain with their respective crew behind them. As of writing, this is the highest individual rarity of the set at approximately 1 in 6 cases, and is a coveted hit for players and collectors alike.

Conclusion

I have been covering the One Piece Card Game since its release. And, while I can't believe it has already been 4 years, I can confidently say this set has some of the most unique rarities in the history of this card game (and in card games in general).
