The Best Decks in the One Piece Card Game Right Now (September 2026)

The OP-17 meta is still in its early stages, but a few decks have already separated themselves from the pack thanks to the new cards, combos, and innovations people are finding as they experiment.
The good news is that the format still feels wide open. New deck concepts show up on a daily basis, which is a change of pace for the western format, where we've spent years importing solved lists from the east a few months after the fact. This time we get to participate in the format's evolution, which is essentially a first, at least this early into a set's launch.
The bad news is that two of the top decks in the game, Green Mihawk and Red Black Sabo, are already a few sets old. They use OP-17's new cards better than nearly any of the Leaders those cards were designed for, and they're poised to wreak havoc at locals and Regionals over the coming months.
Here are three of the strongest decks of the early OP-17 meta, with a quick breakdown of what makes each one work in the new format.
Green Mihawk
- 1 OP14-020 Dracule Mihawk
- 4 OP07-022 Otama
- 4 ST32-001 Kin'emon

We already knew Mihawk would be strong coming into this format, as the 16.5 buffs gave him the ability to draw and swarm to an almost unreasonable degree in the last few weeks. Now, however, the deck almost feels broken thanks to the introduction of the 10-cost OP-17 SR Shanks, which rests the opponent's entire board in addition to being a 12000-power Rusher.
That addition alone would make the deck feel like a top deck, but Japanese players rediscovered a card from OP-06 that makes Shanks even more absurd in Mihawk—Vander Decken IX, a Fish-Man type card that can KO any rested Character in the game just by discarding a Fish-Man type card from hand. So on 10 DON, Mihawk can play a 12000-power Rusher, rest the opponent's whole board, KO an opponent's 10-drop (even if it wasn't rested prior!), and restand three DON!! with the Leader effect.
It's one of the strongest combos the game has ever seen, on par with prime 8-cost Gecko Moria, and it's only a matter of time before it makes Mihawk the clear top contender.
Red Black Sabo
- 1 OP13-004 Sabo
- 4 OP01-016 Nami
- 4 OP17-086 Nami
- 2 OP17-084 Tony Tony.Chopper
- 2 OP17-083 Jinbe
- 4 OP17-087 Nico Robin
- 4 OP17-095 Roronoa Zoro
- 4 OP17-080 Usopp
- 4 ST01-011 Brook
- 2 OP11-012 Franky
- 4 OP17-089 Jaguar.D.Saul
- 4 OP15-088 Pirates Docking Six
- 4 OP17-119 Loki
- 4 OP17-093 Monkey.D.Luffy
- 2 OP04-016 Bad Manners Kick Course
- 2 OP17-098 Gum-Gum Kong Gun
(Example OP-17 list by Car D. Kaizoku)
With nearly every 2-cost Elbaph card becoming a 6000-base power Character thanks to Sabo's Leader effect, this deck simply has too much swarm for most decks to handle.
The game plan is simple: play small Elbaph bodies that buff themselves to 5000-power Characters when you have a 12-cost Character on board. Then play a 12-cost Character like Loki or Saul to power them up. From there, your 2-costs work as a toolbox, giving you aggression, board control, or card advantage depending on what the board asks for.
The deck currently has great matchups into most of the meta besides Kaido, Rocks, and Ace, and its straightforwardness should make this a top pick for a wide range of players. Expect to see a lot of this one at all levels of play, and when playing against it, try your best to play around an on-curve Loki.
Blue Rocks.D.Xebec
- 1 OP17-039 Rocks.D.Xebec
- 4 OP17-050 Streusen
- 4 OP17-045 Kyo
- 4 OP17-052 Don Marlon
- 4 OP17-054 Miss Buckingham Stussy
- 4 OP17-046 Gloriosa
- 3 OP17-044 Captain John
- 3 OP17-042 Kaido
- 4 OP17-049 Charlotte Linlin
- 4 OP17-040 Edward.Newgate
- 4 OP17-048 Shiki
- 4 OP17-118 Rocks.D.Xebec
- 4 OP17-056 Rocks Pirates
- 4 OP17-055 There's No Authority in the World That Lasts Forever!!!
(Example list by AbbsterTCG)
What Rocks D. Xebec lacks in counter (almost all of its cards are counterless), he more than makes up for with consistency. We have his Leader ability to thank for that, which can trash a card to draw two every time he attacks. It's basically a leader that can draw two cards every turn, with 5 Life and a toolbox-like arsenal that can deal with nearly every threat the game throws at it.
Since the Leader effect only fires if you have a Rocks Pirate card on the top of your deck, it wants to run a full suite of Rocks Pirates cards. Luckily, they're all quite good. The 4-cost Gloriosa can bottom deck the opponent's early drops while establishing a Blocker. The 3-cost Buckingham Stussy plays like a 4-cost Galdino that can be activated every turn to freeze the opponent's Characters. The 5-cost Charlotte Linlin either draws you two or forces the opponent to bottomdeck two. The Rocks SEC puts 9 DON!! worth of Characters onto the board straight from hand.
Early stats show Rocks to have even or favored matchups nearly across the board, although its Green Mihawk, Purple Kaido, and Black OP-17 Luffy matchups are slightly to heavily unfavored. Still, if you can dodge Mihawk, you've got a chance at a deep tournament run.
