The Best Decks in the One Piece Card Game Right Now (August 2026)

OP-16 is now a mature format, and we've reached the point in the meta where the top Leaders have mostly solidified and lists are trending toward the same 50 cards. Luckily, the format is already getting a massive shake-up thanks to Starter Decks 31–36, which launched on July 31st.

The new cards from these starters bring powerful tools to Leaders across all colors, and we've already seen the meta shift in the weeks since Japan got them. Most notably, UY Nami has taken a huge hit from the resurgence of green decks, while both green and red are rising to ascendancy on the back of their new SRs.

Here are four of the strongest decks of the early OP-16.5 meta, with a quick breakdown of what makes each one so strong in the new format.

Red Green Luffy

RG Luffy is a bigger menace now than it's ever been before, and it's all thanks to the new starter decks. With its ability to use active DON!! as 2000-power counters on the opponent's turn, the deck has always been extremely tanky; its one real flaw was an inability to sustain value over the long term. Now, though, it can make huge value trades with the new 7-cost Rush Luffy, which debuffs an opposing character, and a searcher stage that attaches a DON!! to the Leader for free. That's a major injection of both tempo and efficiency, and the deck can now do much more for a much smaller card investment.

Add in the huge counter event Charlestone, the full-board punish of Electrical Luna, and endgame pressure tools like the 4-cost Blocker Nami, 6-cost Brook, and unblockable Sanji, and this deck is a true meta threat.

Green Mihawk

Green Mihawk is back. The core concept - using extra DON!! to out-tempo or out-value the opponent in bursts - is unchanged, but the deck now has new midgame toys. The 6-cost SR Mihawk is essentially a strict upgrade over the 6-cost Blocker Law, cycling cards when rested on top of an unconditional summon mechanic. The 5-cost SR Oden, meanwhile, draws a card and stops one of the opponent's base 6-cost-or-lower characters from being rested, which means it can hit an opposing 6-cost Enel.

The rest of the shell is largely the same, though it now runs the Wano package over the Supernovas package. As we've seen in previous sets, though, that's subject to change as the meta evolves.

Blue Green Luffy

With its ability to swarm the board as early as turn 2 and its looming lategame combo threat in the form of Let's Go to the Navy Headquarters - a card that can restand up to six eligible attackers for just 7 DON!! - Blue Green Luffy continues to be a flexible, meta-defining deck even after the starter deck launch. Its constant cycling means it can play for value, while its ability to go wide means it can play for tempo, unlocking a free-flowing playstyle that can adjust to the opponent's game plan and find ways to win against a wide variety of challenges.

This version keeps most of the flavor of previous iterations but tweaks a couple of ratios: unblockable Boas are down a few copies on average, and Gum-Gum Jet Culverin earns its spot with its ability to bottomdeck a 4-cost-or-lower card for effectively 1 DON!!.

Purple Enel

Did you enjoy your month or two of seeing slightly less Enel? Good, because now that Nami has been all but muscled out of the meta by the new starter deck cards, Purple Enel is back in full force. This month's list is very similar to the one we featured here in June.

As always, the deck leans on its high-tempo toolkit to control the board while developing 10000-power Enel cards that can't be removed. Slowly but surely, it whittles down opponents' life cards while staving off major board threats with cards like Gamma Knife, Senor Pink, El Thor, and Lightning Dragon.

Varie, meanwhile, continues to put in work as a 3- or 4-of, protecting bodies from cost-based removal and freezing effects from cards like Electrical Luna, which will only get more prevalent now that green has been upgraded as a color.
