One Piece Card Game fans have come to expect that every new set will be loaded with cards that go on to fetch tens, hundreds, even thousands of dollars on the secondary market. And somehow, Carrying On His Will (OP-13) surpasses all of those expectations.

It didn't have to be this way. Carrying On His Will released just five weeks after Premium Booster -The Best- Vol.2 (PRB-02), a reprint set specifically crafted to give collectors an endless catalog of shinies to chase. With its premium price point, 30 Golden DON!! cards and dozens of alt-arts, it could easily have been the biggest One Piece set of the holiday season.
But Bandai wasn't satisfied with one blockbuster set in Q4 2025, so they followed up PRB-02 with OP-13, a set they positioned as a celebration of the 3rd Anniversary of the One Piece Card Game.
Let's see what kind of party they threw. These are the most expensive cards from Carrying On His Will (OP-13).
Honorable Mentions
Before we get into the actual Top 10, we should acknowledge a few of the cards in Carrying On His Will that are close to (or have already surpassed) three figures.
The Wanted Poster Cards (Excluding the Ace Misprint)
Four cards in Carrying On His Will have alternate-art versions styled after their respective characters' wanted posters. It's a cool gimmick we've seen before in Pillars of Strength (OP-03) and Emperors in the New World (OP-09).
A misprint on one of the four cards has made it by far the most expensive of the bunch—we'll get to it in the main list—but even the more affordable Wanted Poster cards are worth a hefty bounty.
Monkey.D.Luffy OP09-119 (SP)

As is typical for One Piece sets, Carrying On His Will also includes a handful of alternate-art reprints of cards from earlier sets.
While they're all sweet pulls, the SP Luffy card is currently more than twice as valuable as its closest competition in this category. That's thanks to both Luffy's status as the protagonist of the series, and to Monkey.D.Luffy OP09-119's power in Blue/Purple Luffy decks, where it serves as a solid option to cheat into play with Sanji (OP06-119).
#10 The Five Elders (God Pack Parallels)
The Five Elders each got their first cards in OP-13, along with alternate-art versions by Jujutsu Kaisen creator Gege Akutami. Each of those alternate-art cards has an even-more-alternate version with a special card frame and red accents. These versions are only found in OP-13's exceedingly rare "God Packs" (in this case, "Demon Packs"), which contain all five red alt-art Elders and Imu's alt-art Leader card.
That's a lot of fancy cardboard to find all at once. Complete sets of the five red Elder cards have sold for between $2,250 and $5,000 on eBay, which would put the value of each Elder around ~$500 apiece. Individual listings on TCGplayer are lower, but these are still highly coveted cards that can only be found in packs with a total value in the thousands of dollars.
#9 Portgas.D.Ace Wanted Poster (Misprint)

Bandai did an oopsie, but it's the kind that most collectors won't mind.
In the initial print run of Carrying On His Will, the Wanted Poster version of Portgas.D.Ace (OP13-119) was printed with the wrong text box. All the text below the first line comes from Monkey.D.Luffy (OP13-118) instead of Portgas.D.Ace (OP13-119).
Bandai has offered to exchange the misprints for corrected versions of the cards, and the error will most likely be corrected in any future reprints of the set. But those facts just make the misprinted version more rare, since there won't be any more copies entering circulation. And on the secondary market, rarity equals value.
#8 Sabo "Manga" (Super Alt-Art)

Traditionally, the most expensive card in each One Piece Card Game set has been its "Manga Rare" card (now officially called a Super Alt-Art card). Romance Dawn (OP-01) had Shanks, Royal Blood (OP-10) had Trafalgar Law, and so on.
Carrying On His Will (OP-13) continues that legacy, but in keeping with the 3rd Anniversary theme, the set has three Manga Rares, each depicting one of the Three Brothers.
Of the three, Sabo ranks lowest, matching his relative popularity compared to the series protagonist and the quintessential Onii-chan. That said, it's still a crazy-valuable card—and a playable one at that, given how perfectly it synergizes with Sabo (OP13-004)
#7 Shanks OP09-004 SP (Silver)

Throughout 2025, the One Piece Card Game has been celebrating its 3rd Anniversary by reprinting exciting old cards in a new set with two variant color finishes. A Fist of Divine Speed (OP-11) kicked off this trend with Monkey.D.Luffy (OP05-119) Silver and Gold, and Legacy of the Master continued it with Marshall.D.Teach (OP09-093) Silver and Gold.
Now we're back with another of the Four Emperors. Shanks OP09-004 has been a key finisher in Shanks (OP09-001) decks since the beginning, and now you can sleeve up a copy of the card that's worth several times more than the rest of the deck combined.
If you're a fan of Buggy, don't worry—he'll be getting his own Silver and Gold Anniversary cards in OP-14 to complete the quartet of Emperors.
#6 Ace "Manga" (Super Alt-Art)

Ace gets second billing among the Three Brothers behind Luffy. As a card, Portgas.D.Ace (OP13-119) probably ranks behind the other two, as its on-play ability can occasionally backfire. But "Fire Fist" Ace's central role in the beloved Marineford Arc is more than enough to ensure this card's value.
#5 Shanks OP09-004 SP (Gold)

Next is Shanks's other SP card. Shanks ranks between Blackbeard and Luffy in terms of pure popularity, so it makes sense that his Gold card fits between theirs in price.

Finally, we have Luffy himself as the top Manga Rare of Carrying On His Will (OP-13). Luffy's vision of freedom is so compelling it's been referenced in real-world political struggles, and he's topped every One Piece character poll ever. Of course he has the most valuable Manga Rare in Carrying On His Will (OP-13).
And he does! It's just not this one, exactly...

Remember when I said there were three Manga Rares in this set? That was only kinda true. Technically, there are six.
Above even the Manga Rares of Carrying On His Will are three additional Manga Rares with the same art, but a red-tinted finish. Why red? Well, Luffy's character color is red, and Ace and Sabo both get fire powers from the Mera Mera Fruit, so it's a nice visual shorthand for the three brothers.
The Red Manga Rares are so scarce that we still don't have sales data for them on TCGplayer, so for this list I leaned on sales on the platform of our parent company, eBay. At time of writing, there have only been eight sales on eBay of the English version of this card, with final prices ranging between $2,000 and $3,300. Yowza.

Ace comes in as the #2 Red Manga Rare in Carrying On His Will (OP-13), following the same pattern as the non-red Manga Rares. Sales of this card on eBay have straddled a wide range of prices so far, from as much as $3,750 on Nov 8 to as little as $2,100 on Nov 10. It's absurd that two grand counts as "little," but here we are.

Finally, we have the pirate of the hour. Red Manga Luffy is the most expensive card in Carrying On His Will (OP-13), and arguably the most expensive card in the entire One Piece Card Game. To date, only two English copies have sold across both TCGplayer and eBay: one which went for $6,800 on November 9, 2025, and another for $6,000 on November 17.
Some live listings on TCGplayer have undercut that initial price point, so this card might not be doomed to stay over six grand forever. But no matter where its Market Price eventually winds up, Red Super Alt-Art Luffy is certain to remain the top card of OP-13, and likely the most expensive One Piece card printed in 2025.
